Prevent the Erosion of Day Program Services
Dear Members, Individuals, Parents, Colleagues, and Friends,
Unlike the FFS rate for Residential Care, the Day Program rates for IDD do not account for when an individual is absent from a program in which they have signed up to participate.
Nevertheless, programs must be fully staffed every day regardless of the attendance rate. The lack of an absence factor in the Day Program rates has created an undue burden on agencies and is one of the structural factors which has led to under-resourced day programs and services.
In addition, the omission of a nursing and a chronic absence factor in the rate for individuals who have high levels of absenteeism due to chronic health or psychiatric conditions has put providers who specialize in the provision of these services in an even more precarious situation, jeopardizing their ability to continue to serve individuals who may have no other community option simply because of their disability.
Please contact your state legislators immediately and ask them to please support amending the FY’22 NJ Proposed State Budget to increase funding for the inclusion of an absence factor of $10M (5% increase) and an additional chronic absence/nursing factor of $1.8M (<1% increase) in the rates for Day Programs in both Supports and Community Care Programs in the Division of Developmental Disabilities.
