ABCD EIPA can’t thank Assemblywoman Lampitt enough for her unflinching loyalty and support beginning in the fall of 2020, which were absolutely necessary to secure a hard-won and unprecedented increase for Early Intervention providers in the FY’22 Budget. Assemblywoman Lampitt understood the providers financial challenges which were taking their toll particularly over the last 3 years due to:

• The improper rollout of the Early Intervention Management system which from 2017-2019 caused claims rates between 50-90% and for which providers were denied damage payments.
• The requirement to shut services down during the first two weeks of the pandemic while, unlike many of their counterparts in human services, receiving no financial assistance from the state.
• The lack of financial assistance for hazard pay for staff members who were providing services in people’s homes and at care centers during the pandemic.
• The difficulty of attracting qualified physical, occupational and speech therapists, and special educators with the same rate as in 2005, while competing with hospitals, nursing homes, assisted living facilities and the 573 public school districts throughout New Jersey for this professional talent pool.
• The professed rate study.

Through her support, consultation, and advice especially during the spring while the Legislature was in the thick of budget deliberations, she prevented the erosion of services by securing a much-delayed 5% increase from the Department of Health which will enable providers to pay their professionals competitive salaries and reach out to underserved communities.
